According to the White House task force guidelines, for states to consider loosening lockdown restrictions and beginning to reopen their economies, they need to be seeing a reduction in cases (and/or hospitalizations?) during the previous 14-day period.  In the above chart, we’ve chosen to display new cases per week (per million residents, to make it clearer how much each state is affected relative to one another) last week (grey) vs. the periods 7 days earlier (light blue) and 14 days earlier (medium blue).  

Of the 13 states that saw the most Covid-19 cases per week per million residents during the week of April 6-12, you can see that only New York, Louisiana, and Michigan show a clear and consistent decline over the period.
